A comparison of the revealed comparative advantage of value-added in higher education activities between private & public sectors in provinces of Iran

Abstract: Private development of higher education has been mentioned in articles 150-151 of Iran’s third five year economic and social plan, 2000-2004 and it has been more emphasized in the 4th plan, 2005-2009. One important reason for such attention in privately oriented higher education is that it is predicted to increase the ratio of educated employment to total employment during the 4th plan from approximately 11 percent to 17 percent which is not feasible without private sector contribution. The purpose of the present paper is to measure the so-called Revealed Comparative Advantage (RCA) of both private as well as public higher education value added activities in 28 provinces of Iran for the most recent available data published in 2005 in order to compare the performance and the ranking of provinces in the above activities. It is shown that Semnan, Zanjan, Yazd, Mazandaran and the central provinces which have RCA greater than one enjoy comparative advantage in private higher education whereas provinces such as Western Azarbaijan, Sistan & Balouchestan, Kermanshah and Hamadan provinces experience comparative advantage in public higher education. It is suggested these provinces should use government facilities to expand the so-called non-public non-profitable higher education institutions and Universities in order to fulfill the goals predicted in the Iran’s 4th economic objectives with respect to higher education.
